Where can I learn about the vedic concept of the origin and development of the universe?

I recommend the 2nd and 3rd divisions of Śrīmad Bhāgavatam. This will give you the clearest picture of the Purāṇic creation concept, which itself is the clearest picture of the Vedic creation concept.

The 2nd division gives a shorter account. The 3rd gives the same account, but in more detail. The 3rd also contains a summary of “Sankhya” which is a key branch of Vedic empirical science.

I have published translations of these two divisions, so I recommend those.
